Dry substrate will definitely zap the humidity. You'll want the sand to be a sand castle consistentcy, so once the sand is remoistemed, the humidity should bounce back. I buy a medium 2" x 3" baggie from Canadian Chubby Crabs. I already have a huge bag of Timothy hay, and didn't want a tub of extra sand as well.. So I end up just buying a baggie for 2.50.

I've used 2 tier plastic shelves, usually used inside kitchen cabinets.
Pvc pipes as a stand, then put a flooring tile on it.
If you have any large pieces of driftwood, you could make a hammock and put it between as a catwalk.

The main thing is that it doesn't have calcium and that it's fine enough for the crab to dig through. It should be fine to use it to mix with the rest of your substrate, but I wouldn't use that to replace playsand due to cost only.
