I need some air pump recommendations, something with a dual outlet, something quiet but that works well and is easy to use and uses standard size hose. Can anybody recommend anything?

What size pools and bubblers are you planning to have?
I bought a Fusion 700 Air Pump almost two years ago. It works great but it is way too powerful for what I need. It has two outputs and a single dial to control the air flow. Each line runs to each of my pools. Then the lines T off in line regulators then each line continues to an air powered filter and an air stone. It's quiet as long as nothing gets up against it and vibrates. I hear the bubbles from the filters more than the air pump. It was around $25 and I think I could have had similar success with something less expensive. I'm not sure how cost would play in noise levels.
