This may seem a bit obvious, or overlooked, but maybe you just need to spray your tank a few more times each day to keep the humidity up. I used to spray once a day and would have inactive crabs, kind of like your situation but I have started spraying a couple times a day and leaving the light off and they are always climbing around when I check on them. Try this and let us know if there's any improvement.
