I recently picked up some burlap ribbon, I noticed the smell too. I took various pieces of advice from here and I washed it with soap and treated water, then I rinsed it in vinegar and more treated water, and let it dry overnight. I bent mine so that one end rests on the sub and the other end rests on the bottom of the pool. I had to bend it several times for it to maintain its shape but it works fine.
I also used silicone to affix some tiny shells to the mesh, just to make it look more natural.
