Easy, Inexpensive Tank Heater

Just need advice on what is a good heat source (preferably for underneath the tank), that would be somewhat inexpensive (under 30 dollars?), and where to get it (petco?). I only need it to increase the temp about 5 degrees.

Make sure you dont apply one of those to an area where you have burried crabbies. The instant heat would be fatal to a molter.
