- Play sand is cheap from a home store or smth
-For food any veggies meats or fruits should be good for them
- As a tank you can use a storage bin( just set it up properly).
-you can use sticks and logs from ouside as climbing structures( no pesticides)
- you cannot rlly get cheaper shells but no paint or glaze

Thats all i can think of rn, hope others chime in

Have you looked at the 'basics' care sheet yet? It shows a basic but excellent tank.
Play sand is cheap at hardware stores - you can use just play sand without any added coco fiber (the coco fiber is more expensive).
Foods from your own kitchen - fruits, veggies, greens, nuts, seeds, grains, eggs and egg shells, meats - or from outside (as long as no pesticides) - flowers, leaves.
Dollar store for plastic containers for water pools, and bigger containers to flip over, cut a door out of, and use as hides. Also can get decor from dollar stores too.
Watch local buy and sell pages for tanks that people are giving away or selling cheap.
The things that you will need to spend some money on are a hygrometer/ thermometer (Accurite has a digital one that is usually less than $10), dechlorinator for water (Seachem Prime is a commonly used brand), marine salt (Instant Ocean is a commonly used brand), and a UTH (under tank heater that is placed on the back or side not the bottom of the tank).
