What to do?

Hello,
My substrate keep getting a little wet than usual, I think cause my crabbies love to dump the water. I had already bought more substrate and mixed everything together and that has helped.
Well today i felt the top of the substrate way too wet, i can squeeze water out. So I did the chopstick test and it holds the shape of a tunnel but I can see water in the holes.
Should I just dumped it all out and re do the tank? My crabbies seem fine but I dont want to have bacteria growing either.
What to do?
