Your substrate on the bottom appears ok to me.

Your upper layer looks like it may be a bit dry. Does it hold it's shape or does it fall apart when you pinch it?

I believe substrate that is too dry can also kill crabs. I believe when their new experience is soft the dry sand can leech moisture out of the crab.

You can try and pour 1/4 cup of whatever type of water over a small area and see if that changes anything. If your substrate is dry the water will be asorbed.

It falls apart a little bit, but not completely.

I'm just worried about adding more to it. I was so worried about flooding. I can try though.

First you can pinch the substrate to see if it falls apart. Similar to how instant ocean can clump up. If it falls apart like regular dry sand your substrate could use some water.

If it is dry adding a little water like a 1/2 cup a day in different areas is best. It will allow the water to slowly wick out evenly. Doing different spots will help spread it out. It may take a week or so but that would be your safest approach.

Okay, I mixed it as good as I can and added some water. While I was going through it though I found clumps of dark brown or black stuff. It could have been just clumps of eco earth that never got mixed in, but to be safe I threw those bits out.
