Can I bleach a tank?

Hello everybody! So yesterday I got a free tank! The tank is filthy. Can I bleach it safely?

For really stuck on water spots, dirt, and and dry algae, water and a razor blade works magic. If you scrub with a pad it can scratch the glass from trapped sand and rock debris, learned that the hard way.
