Worried about a Molter.

I recently had 2 PPs go down for a molt at the same time. I then adopted a medium sized PP and introduced him to the tank and added more substrate, but was careful so that their caves did not cave in. I noticed my smaller molting PP surfaced and changed shells and is now lounging around. However, I have no idea where the other molter is.
I was able to see him in a little window under the tank, but the new medium-sized PP started to dig around and the cave is no longer there. I do not see any remains or a shell in that area. I noticed that the shell he was wearing during the molt has ended up on the surface, and 1 different shell was missing. He was done molting and was in the process of eating his exo when this all happened.
Is it possible that he surfaced while the new crab was tunneling everywhere, switched shells, and then burrowed back down because he may not have been ready to surface? As I stated earlier, there are no limbs or exo laying around anywhere or a shell at the bottom of the substrate. Oh, and there is no fishy smell. Should I be worried? Or is he most likely recuperating?
