When you guys do your backgrounds and waterfalls do you cover the foam with anything else, or is it just the outer layer?

The foam is commonly covered by one of two methods...
For the rock-like appearance... Coat it with a couple layers of concrete/grout. Make sure it is cured and sealed before adding crabs! There are plenty of tutorials online that have step-by-step instructions. If you need the specifics I can dig up a few guides for you.
For the brown...forest vibe appearance (not sure what to call it.)... Typically coconut fiber (or similar product) is used, and bonded to the hardened foam by means of either aquarium safe silicone or titebond III.
