Frog Moss - zoo med

Hi quick question please...... I have bought some frog moss by zoo med.
I will wash it thoroughly in conditioned water first but do I have to break it down... I'm thinking of using it on top of a small area of substrate, by the water, like a 'cushion'.... Iis it safe to do this please?

Any help appreciated! :)
