What are your current temp and humidity readings? What is the usual temp in the room where that tank is?

Sounds like you need to bring both the humidity and temp up.
What brand is your heat mat? If you buy a really good one, like from Bean Farm, and insulate over top of it as well as insulate the rest of the back and both sides, you may not need a heat lamp as well. Be sure to get a heat mat that will go across the whole tank. It should go from side to side - it's okay if it goes below the level of the substrate.
What do you have as the lid on your tank?

Heat lamps are great for heating, but not great for humidity - a heat lamp will zap the humidity. This is fine for people who live in humid climates and who don't use a/c, but not suitable for the rest of us.
You will need to get bigger and better heat mats, so that you can cover the lid with something non-pourous (ie - plastic wrap) or get a glass or plexi glass lid. That way you can hold in both humidity and heat. What brand of heat mat do you have now, and how big is it?
