How deep did you make the sand? Just enough to cover the bottom or several inches or more? If its deep enough for it to bury and its still not and not moving much try placing a coco hut or something to cover it where its dark but can get out and move if it wants. If you think it might surface molt and have others with it try to separate them sometimes other crabs will attack one that is molting and try to eat it.

it fill about half the tank. hes been sitting under the little house since we put him in there yesterday.

Just because you don't see him come out doesn't mean he's not. But if you don't think he is and you don't have anywhere else set up. leave him under the house and cut the bottom off of a 2lt pop bottle with the cap removed and place the top part over him pushing it into the sand so that will keep the others out and air comes in thru the cap hole, leave food and water for him. Remember one little crab doesn't eat much at all. Try not to disturb him too much. If you have a dead fishy smell he probably didn't make it and you need to check. When they bury down they can stay for a couple weeks or a couple months. Mine always stay a couple month but they're large size. It only takes a day or two to actually molt but then they have to harden and recoup.

hes stays in a spot and just sits he doesn't move he will sit there all day and if he moves it's only a couple in then digs a nother hole

I've had crabs do this too. Some of them did not make it, some of them are fine. Aside from keeping their conditions in the ideal range, there's not much you can do.

he seems to be active at night. he's a light cream color with a bright purple claw my husband moved him back to the main tank and hes been roaming around at night and in the morning

Good try not to stress it too much and hopefully with the better care and nutrients your giving it compared to the pet stores and such it will pull thru. If you haven't done so put a little organic honey in for them and most hermies love popcorn (unflavored organic)it is also good for them.
