Can I apply this insulating method to THG / Flexwatt heat tape? Not sure if the aluminum foil will cause a shock.

I think as long as the top isn't completely covered, and allows air circulation, glass tops should be fine. Crabs should be given the chance to swim, but most won't so flow isn't much of an issue. So long as they have footing to climb out they won't drown. The big thing would be if the water is splashing out of the pools, that can cause major flooding underneath the surface and is deadly to molting hermi...
