Tortoise care???

Tortoise care???

So my school's media center has a tortoise. I'm not sure what species, and I'm trying to figure out if this setup is proper for it. Ignore what is on the glass, people use his aquarium as a whiteboard. Most of the time he's pacing back and forth in front of the glass trying to climb it, or he is in a very specific corner with his head pressed against the side of the vivarium. I'm just trying to make sure he's being taken care of properly. If anyone has any clue to what species he is that may help, and maybe if you know about tortoise care that could help too, or if you know a good website for it.

I can get some better quality pictures Monday, I'll bring in my camera. I know what wattage the two bulbs are as well, the one on the left is 75 watts and the one on the right is 40 watts. There are two cups on the substrate, I'm not quite sure what's in them. They look like dirt that was ripped out of the ground because it has small roots in it. I'm not sure what the sub is either. If you all could help me figure out some stuff, I'd be very thankful, I just want to make sure he's being taken care of right.

Good job trying to make sure he gets the right care! Unfortunately I don't know much about tortoises, so I can't give you an answer.
