Can crabitats be built out of plexiglass? I've thought of this as a possibly a cheap alternative to buying a brand new tank as well as looking at obtaining them for free.

I don't think plexy will hold a lot of weight (sand) without warping or giving way/breaking... I could be wrong tho!

Have you tried looking for second hand tanks? LetGo, OfferUp, CraigsList. Search tank, reptile, aquarium, terrarium, fish tank, etc... Remember, they don't have to hold water.

If built properly it is possible, but plexi scratches easily.

Yeah, bit it certainly would have to be braced to survive a nuclear disaster and your looking for some good thick pieces of plexi. Like others say, it can be scratched easily, but easy to buff out.
